Clement & Wynn has served as Program Manager
for this far-reaching program since it was launched
in 1999, working closely with the Owner, the Atlanta
Development Authority (ADA). The mission of ADA’s
Empowerment Zone Funded Projects is to assist in the
revitalization and redevelopment of communities throughout
the city’s Neighborhood Planning Unit Y (NPU-Y).
The various ADA projects impact six neighborhoods, encompassing
1,864 acres and more than 12,000 current residents.
On behalf of ADA, Clement & Wynn facilitated commercial,
retail, and residential projects throughout the area.
Clement & Wynn also safeguarded the Owner’s
interests by serving as ADA’s representative in
interactions with individual neighborhoods and with
various developers working on non-ADA projects. Selected
components are described below.

Clement & Wynn participated in the planning process
and helped to facilitate the defining and documenting
desired by community projects and specific commercial/retail
users.

C&W provided leadership for bi-weekly meetings of
the ADA, City of Atlanta Bureau of Planning, as well
as development teams, major utilities, and non-ADA-affiliated
parties involved in developments in the Empowerment
Zone area.

The six Empowerment Zone neighborhoods included Amal
Heights/Betmar La-Villa, Carver Homes, Chosewood Park,
Joyland, Lakewood Heights, and South Atlanta. Clement
& Wynn worked with the communities to revisit and
further define their proposed EZ-funded projects. Clement
& Wynn helped each community identify its “prima”
project and get its vision “project ready.”
Clement & Wynn also provided technical assistance
in project development, facility programming, and coordination
with the City of Atlanta Bureau of Planning.

Clement & Wynn was responsible for coordinating
demolition, site survey and market analysis, developing
the RFP, and managing the RFP process, which included
contract negotiation and design management of the design/build
team. Clement & Wynn provided professional management
services of the proposed 120,000SF Village Center during
the early stages of design.

Clement & Wynn assisted in defining the program
scope and coordinating with the City of Atlanta and
implemented the RFP Process. We managed the process
for all projects along the Pryor Road Corridor, including
the selection of the landscape architect.

Clement & Wynn developed the concept and produced
two editions of the “Historic Southside Vision”
– a community newsletter highlighting ADA’s
Empowerment Zone Funded Projects and the surrounding
developments.

Clement & Wynn documented community involvement,
decision-making and procurement processes on behalf
of the ADA.
