Over a eighteen month period, Spelman College conducted
a fast- track, design-build process to plan, design,and
construct a new 500 space, cast-in-place concrete parking
deck, a new entry gate, guard booth and fencing at the
west entrance to the campus. A portion of the ground
floor of the deck was finished as office space for the
Public Safety Department. New signage, landscaping,
lighting poles, and hardscaping were also installed.
Many constraints were imposed upon the project from
the start. The parking deck had to be finished by August
1995 prior to completion of a new academic building.
Without the additional parking, the new academic building
would not have received an occupancy permit from the
City of Atlanta. The new deck also had to be operational
by the start of the fall semester of 1995 to provide
spaces for students and faculty who were assessed an
annual parking fee and who were no longer allowed to
park within the historic district of the campus. The
design for the multi-level deck, guard station, and
fencing had to delineate a major entrance and secure
perimeter for the campus.
Clement & Wynn assisted the College in selecting
a design architect, a parking consultant, and a landscape
architect who prepared the design development drawings
and technical specifications that comprised the bid
documents. Clement & Wynn prepared an invited list
of design/build teams, coordinated the proposal solicitation
process, and evaluated the submitted bid proposals.
Once the design-build firm was chosen, Clement &
Wynn conducted weekly coordination meetings to finalize
approval of the construction documents, and to oversee
the construction of the deck and fencing by the contractual
deadline.
